Noelle Talley is a long-time public servant with a background in communications and a passion for serving the people of North Carolina.
She currently serves as Deputy Chief of Staff for Governor Roy Cooper. In that role, she helps oversee general operations of the Governor’s Office and provides guidance to the policy, public engagement, volunteerism and public records teams as well as several cabinet agencies. Previously, she served as Gov. Cooper’s Deputy Communications Director. Noelle spent 16 years at the N.C. Department of Justice where she served in communications roles including Director of Public Affairs. She also worked in communications in the U.S. Senate.
Noelle is a graduate of the University of North Carolina at Chapel Hill with a Bachelor of Arts with Honors in English and a Master of Arts in Technology and Communication. She lives in her hometown of Raleigh with her husband, daughter and two cats.
